Elk Hills, a United States naval petroleum reserve in southern California. The reserve is in Kern County, near Bakersfield. Some of the oil fields are privately owned. The navy, however, regulates all drilling activity. The reserve was involved in the Teapot Dome Scandal of the 1920's.
